That’s basically it. If you have DSL, do you have to have a dry loop
(only internet service, no phone service) service to use VOIP. We would like to keep our land line, and use VOIP “overtop” of it.

Nope. VOIP will work with your normal phone service. It runs over the Internet Protocol like this page is, so it won’t interfere.
