I have a voice plan from wind and no data plan, can I connect my cellphone to my wireless signal at home to download and check my email stuff without getting charged? Or in any other cases anywhere where theres wifi ex the library?

Yes, you need a data plan to surf the internet on your phone… if you don’t want to pay ridiculous per-MB rate charges.
You might be able to connect to wi-fi, but more than likely, you’ll end up getting charged. At least depending on the phone you have.

No. but your phone can still connect at a price per MB cost. If your phone is able to connect to wifi check users manual to shut off 2g and 3g access so the phone can only connect to wifi, but if you want to surf anywhere get a plan. I own an andriod, it is on 24/7 with full gps, face book, twiter, bbc news, cnet, weather, huffington post and ny times all runing I only use 150 mb of my 500 mb plan, but if your not interested in shelling out an extra $ 35, and can wait to hit a wifi signal, don’t bother. also if you have a plan I would recommend saving game/app downloads for when on wifi to help keep usage low.
