Based on the question literally, false. I run Voice over IP with Ventrilo and Teamspeak. I can also run MSN video/audio with no issue. I have no special hardware, nor does my ISP care about it.
However, if the question relates to VOIP phones, then someone has to give you an actual phone number. It’s either your service you buy the VOIP package from, or your ISP, if they provide VOIP phone service. In the cases of ISP’s VOIP packages, they usually provide a router that handles the VOIP stuff….

You dont have to worry about your ISP.. you need equipment on your end as well as whoever you are calling. It can grow into HUGE PBX systems that are run by Servers. I worked with some of the early I3 – VOIP systems from Cisco (2001).. they were a Nightmare back then. Now you can have it as simple as a VOIP phone.. or a small type of “key system” run on software (workstaiton).. or go all the way into a fully fledged PBX with IP Telephones…switched and routed by Server/s. Depends on what you want to do?
All this runs on Cat5 (or greater) network topology.. better to have Cat6 and Gig Switches.
