I have not been able to find anything like this for the average consumer. I have seen high end PBX systems that will do it, but nothing small, simple and cheap. Has anyone ever heard of anything like this?

Comcast lets you program numbers that you want to turn away and it gives them a prompt saying the number you are calling is not accepting calls at this time.

I’m trying to port forward to minecraft and I have linksys2102 voip modemplugged into the satellite and a dlink router plugged into that. I have the dlink configured to port forward but can’t figure out how to unlock the modem.
I was wondering if I could plug the dlink router into the wall and then connect the modem to it and still have the phone work.

Your setup should be
satellite – dlink router – linksys 2102
|— other computers
You need to set up the dlink for QoS.
